Our regulations establish clear guidelines to ensure a safe, orderly, and pleasant environment for residents, visitors, and collaborators. These provisions apply to all individuals within the development and aim primarily to promote respectful and responsible coexistence.

According to our Bylaws and General Regulations, each member is committed to acting with honesty, good faith, and respect towards others, as well as complying with the rules that protect the safety, tranquility, and good atmosphere of the community.

Bylaws of the Association

The bylaws of a civil association (A.C.) are the internal legal document that establishes the rules of operation, organization, and governance of the association. They are, essentially, the “constitution” of the A.C.

Chapter IV. The Purpose of the Association,
Article 6.- The Purpose of the Association is to group together the Colonists, Property Owners, Trustees, and Prominent Trustees of properties located in the Puerto Aventuras Tourist Development, without distinction of race, nationality, or religion for the achievement of the following objectives:
​e) To strive by all means at their disposal to promote good relations among the inhabitants of Puerto Aventuras and to ensure that honesty and good faith are observed.

Chapter V. Of the Associates,
Article 7.- Any natural or legal person solely by being a Property Owner or Trustee of any property located within the Puerto Aventuras Development shall be a member of the Association.

Article 10.- The Associate members shall have the following Obligations,
V. The Associates are obliged to faithfully comply with the Regulations of the Association and, where applicable, to comply with the infractions or fines incurred due to their non-compliance.
X. To abide by the Bylaws, their Regulations, and the Resolutions of the Assembly of Associates, the director, or the Board of Directors.
XIII. To enhance the good name of the Association with their example and personal conduct, and,

XIV. To ensure that among all Associates there are the best relationships of friendship, decency, respect, and help.

General Regulations


Chapter I, General Provisions and Definitions,
Article 1.- This regulation is mandatory for all inhabitants of the Puerto Aventuras Tourist Development, even for those who are just passing through, especially for the members of the Association.

Article 2.-
The primary objective of this regulation is to achieve harmonious coexistence in the Puerto Aventuras tourist development and therefore the achievement of the Association's purpose, thus all settlers must behave according to morals and good customs, in an orderly manner, not executing any act that compromises the solidity, safety, comfort, prestige, and good appearance of the development, nor incurring in omissions that produce similar or analogous results.

Article 3.- The director or the board of directors, as the case may be, along with auxiliary bodies, will be responsible for monitoring compliance with the provisions established in this regulation.

Article 5.- These provisions are applicable without prejudice to those indicated by local or federal laws or regulations.

Chapter VII, Sanctions
Article 40.- Any violation of this regulation will be sanctioned by the director or the board of directors, as the case may be.

Article 41.- The sanctions will be determined by the officials indicated in the previous article, taking into account the severity of the violation or recurrence.

Article 42.-
The Authorized Sanctions in the regulations are as follows:
1.- Fines ranging from 10 to 100 times the current minimum wage in the State;
2.- Suspension of the services provided by the Association,
3.- Propose to the General Assembly the exercise of the Action stated in Article 13 of the Association's bylaws; and

4.- The other provisions stated in the Association's bylaws and this Regulation.

Why do fines exist?



Sanctions are not punitive in nature, but preventive and corrective. Their purpose is:

  • To promote respect among neighbors
  • To maintain safety within the development
  • To protect the image and order of Puerto Aventuras
  • To ensure compliance with regulations

When a behavior affects coexistence or violates established provisions, it may lead to the application of a sanction determined by the Management or the Board of Directors, considering the severity or recurrence of the case.

Types of sanctions



According to the regulations, sanctions may include:

  1. Monetary fines
  2. Suspension of Association services
  3. Other measures established in the Bylaws
  4. In specific cases, additional actions approved by the Assembly

These measures aim to always preserve collective well-being and promote a culture of respect within the community.



Examples of sanctionable behaviors

Some situations that may result in sanctions include:

  • Speeding within the development
  • Improper parking
  • Excessive noise beyond permitted levels
  • Inappropriate use of access or services
  • Pets without leashes
  • Behaviors that affect the safety or tranquility of residents

Each case is evaluated according to the regulations and considering the particular circumstances.
